Institutional Investor’s fourth annual ranking of Russia’s Top Business Leaders is based on the responses of more than 280 research analysts and money managers at more than 220 investment management firms inside and outside Russia administering a combined $20.8 billion in Russian securities. We asked participants: Whom do you regard as the best chief executive officer in the sector (or sectors) for which you’re responsible? The voting, conducted as part of our All-Russia Research Team survey, concluded in late May.
Because corporate governance in Russia’s new capitalist economy is still evolving, respondents interpreted the term “CEO” broadly and voted for individuals with job titles that include president and chairman. We accepted these votes as long as the recipient was a top officer of the company. Respondents were asked to name their first, second and third choices for best CEO; the responses were weighted to produce a score for each candidate. We named a top corporate officer in each of the seven industry sectors that we surveyed for the All-Russia Research Team.
